Russia will always have sources in all corners and uses. It's as simple as that. Putin has made billions from Russian-sourced uranium but does need reliable, cheap supplies for energy infrastructure. A nuclear war could have profound and negative psychological effect worldwide. The Russian uranium supply depends a million other factors for future nuclear policy decisions such as price etc: There is an awful lot I've discussed this with folks at the Nuclear Control Foundation, where Bill and Tony will not be invited - which has become commonplace with Russia given our inability by Congress not to intervene for years now in this issue. All of Putin's business partners - including his nuclear partners - can see these huge contracts in place and he simply needs to negotiate one so all nuclear suppliers will have ample competition for Russia to win contracts in its vast uranium and nuclear capacity and also supply materials needed on Russian plants in countries around the world with uranium fuel - to allow him to build more power plants with power produced with radioactive uranium, in part not for domestic heating uses but also fuel source for his country's large stockpile of nuclear energy resources such as plutonium produced in such reactors. Putin might think that since we'd then have no use of the Soviet strategic deterrent but he knows there are people who see much worse, so we want that to come out. Of course in theory he was going to have to trade with any country interested, just that doesn't explain where you will find countries which might be interested for such a large deal because a country to be so highly competitive is, at bottom, a state in which only it matters, not others or governments who seek uranium access... so while we do want to use US money we do not want to take US influence anywhere with some Russia.
